These sites are usually operated by spammers. They copy huge chunks of your content to their websites in order to direct the search traffic to their websites. Increased in traffic can help them make more money through advertising. Scrapper sites can be a real nuisance for webmasters. Google's web spam leader Matt Cutts said the below in a recent tweet:

Adhering to the above will prevent the Scraper site from being regarded as the "Original content" website. However if the imitating site get's indexed before yours does Google will see it first and regard it as the authenticate source. So get busy indexing!
